In addition to its ability to store verbal information of spatial data in an integrated manner in the database, Sampaş Geographic Information System software combines classical database operations such as querying and statistical analysis with visualization and geographical analysis provided by maps with its unique technology. By combining many data types, it enables visualization on maps and 3D scenes by organizing information layers together with spatial location analysis that enter every aspect of our lives.

City Guide

With the City Guide, municipalities are able to provide citizens with the important location information they need, such as administrative address, civil address, zoning plan, etc., on a map-supported web-based platform on the internet, allowing them to make various inquiries through this information.

 

E-Zoning

With E-Zoning, citizens are provided with the zoning plan information they need on a map-supported, web-based platform over the internet, and they are enabled to make various inquiries through this information. Through the system, zoning status documents can be prepared electronically in PDF file format by searching by island, plot and parcel.

E-Cemetery

E-Cemetery presents the cemeteries located within the municipal boundaries in a map-supported manner over the web. Through the application, various operations such as querying cemetery-specific death and location information can be performed.

Mobile numbering application enables municipalities to manage location-based address information in a mobile environment. Numbering-based address information within the municipal boundaries can be accessed more easily in field studies and this information is updated and updated to the municipal inventory.

Mobile Workplace License

The mobile workplace license application allows the license inspection teams to query the license information of the businesses inspected by the license inspection teams in the field, enter the inspection results into the system in the field and receive the printouts from the system in the field.

It is ensured that the Administrative Sanction Decision Record is issued in a fast and practical way, the collection follow-up of the municipality is strengthened with online collections, and the loss of time caused by citizens going to the cashier for payment is prevented.

With the mobile revenues application, it is ensured that declaration inquiry, new declaration record creation, automatic accrual and collection transactions can be made according to the declaration address and registration information.

Mobile Request Complaint

With the mobile request complaint application, it is ensured that the requests and complaints received by the municipality can be displayed to authorized personnel in the field and after the actions related to the complaint are taken by the personnel, the result of the complaint can be closed by taking a photo of the complaint in the field.

Mobile Team Management

It is an integration service that can be used with all banks that allows the collection of invoices, taxes, fines and fees with Automatic Payment Instructions and Instant Debt Inquiry. In this way, a system is provided where all debts can be paid instantly when the time comes with instructions without the need for citizens to follow up.

Online Water Sales Transactions (Smart Cashier) Services

This infrastructure, which was developed to enable citizens to top up their card water meters, was designed to provide 24/7 service and was put into the service of citizens.

In addition, payments such as water bill, real estate tax, environmental cleaning tax, advertisement-advertising tax and installment debts can be made on a 24/7 basis through the smart teller.

Social Assistance Solutions

The most important way for municipalities to deliver social services to citizens is the planning and coordination of aid activities. For this purpose, with the applications that carry the field work of the Social Assistance Directorates to the electronic environment, aid evaluation procedures can be carried out and monitored objectively in the field.

In order to speed up the work, these transactions are instantly transmitted to field control teams and on-site evaluations can be made quickly without wasting time.

It is ensured that the needy people living within the boundaries of the municipality are personally visited in their homes and their requests are received, if necessary, the requests previously received are listed, and the requests of the needy are documented by taking photographs at the time of the interview.

 

Social Market Solutions

There are different methods of providing assistance to those in need after receiving requests for social assistance. The Social Market Solution is a system linked to the social assistance card that allows citizens the freedom to buy what they want.

With this system, donations made by benefactors are received and included in the market in accordance with the official procedures specified in the Food Banking Social Market law.
 

In line with the applications made to the directorate to benefit from the Food Bank by the Neighborhood Mukhtarships through the Mukhtar Sharing System or in person, Social Assistance Field teams visit the citizens at their addresses and carry out identification studies. Citizens who are determined to be in need are classified according to the previously determined criteria and the aid activity is determined by grading. With the chip shopping cards issued to all needy people who will receive aid, they are allowed to shop by loading limits in certain periods according to the previously made rating.

Bank Integrations

Online collection services are web services that allow taxpayers to check their water and tax debts at municipalities by banks (branch, ATM, bank website).

A citizen can inquire and pay his/her real estate tax debt online by going to the bank contracted with the municipality or by accessing the bank's website. In this way, citizens do not have to go to the municipality and wait in line at the cash desk. Water subscribers also ensure that their debts are paid regularly by giving automatic payment instructions. There is no teller density in municipalities.

Daily collection transactions are easily monitored and information is transferred online to the central database.

Smart Cashier and Kiosk Solutions

Transactions such as water, electricity, natural gas bill collection, tax payment, loading to chip cards such as transportation cards, event ticket sales and donation payments can be carried out 24/7 uninterruptedly by cash or credit card through SAMPAŞ Smart Tellers.

Smart Teller systems, which can collect cash or credit card payments, can be specially designed for the institution to perform smart card transactions. Kiosk systems can be installed for internal and external purposes to provide 24/7 uninterrupted teller service in order to facilitate city life.

Creating City and Urban Inventory

Sociological, ecological and economic information can be evaluated rationally and consistently to the extent that they can be associated with the earth in general. In this context, the quality and quantity information of the immovable properties (houses, lands, workplaces, public buildings, etc.) within the boundaries of the Municipality are scanned by various methods and this information is transferred to the computer environment. Property Information, which is necessary for the detection of leakages within the scope of Revenue Rationalization Studies, is transferred to the database by establishing an online data exchange infrastructure with the Land Registry Directorate and matched with cadastral parcel information. Daily purchase-sale and other title deed transactions realized at the Land Registry Office are printed to the Municipality database for instant monitoring. Cadastral information (Pafta-island-parcel) is digitized from Cadastral sheets in UTM Coordinate system, during this work, all digitized parcel-island-parcel information is topologized and associated with land registry records by using digital data in UTM coordinate system. In this way, an inventory produced from the most up-to-date and accurate information on all immovable properties within the borders of the District is created and the necessary mechanisms are established to keep it up-to-date. A digital zoning archive system is created by taking digital photographs of all documents related to a parcel in the folders in the zoning archive, such as Title Deed, Diameter, Survey, Zoning Status, Construction Direction, Elevation Section, Proposal to the Council, Above Foundation, Building License, Building Use, Building Modification, Easement, TUS, Floor Plan and Board Decision documents. These photographs and information are linked to the relevant buildings and this information is accessed when the building is queried on the map. Thus, this information will be shared in a digital environment by all units authorized to use it, and it will be possible to provide fast and quality service to citizens. The license registers related to the workplaces in the economic unit are examined and entered into the database on the basis of independent sections using the Address Information System infrastructure created by field work in the specified format.

 

In this system, all data (space, time and attribute) can be defined, stored, processed and analyzed in a single database in an efficient and detailed way. In this way, time and money can be saved in decision-making and implementation processes, and an enterprise resource planning infrastructure can be created.

 

Establishing a Healthy and Standardized Data Infrastructure

At this stage of the project, the information in the municipality's existing database will be standardized. In this context, all data subject to mapping will be overhauled and the necessary work will be carried out to create a healthy data infrastructure. The existing information infrastructure is being studied and a geographical analysis of the Municipality is being carried out (data on immovable properties in all neighborhoods within Çankaya District will be determined). By analyzing the information system of the Municipality, the information created so far is examined, deficiencies are completed, inaccuracies are corrected and all information is geographically referenced.

 

Data Mapping Studies

As a result of the Information Matching Studies, the current situation information and ownership information created as a result of the field work related to the immovable will be associated and matched with the data within the scope of the project. Land/Field, Land Registry, License, etc. By matching the information, the real estate registry is created and loss-leakage analyzes are made as a result of matching the current income (Declaration, Accrual, Collection) information with these records. All information in the databases in the existing systems of the Municipality will be examined and transferred to the established software and database. The data collected through field work is matched with the Land Registry Ownership information on the basis of Independent Section, and this information is then integrated with the Mukhtar Records. The holistic data resulting from these studies is matched with all existing Tax Information, Workplace and Elevator License Information. Buildings and Independent Sections are given a Real Estate Registry Number, and Taxpayers, Owners and Residents are given a Person Registry Number to ensure that they are linked to the relevant real estate.

 

Revenue Rationalization

After the completion of all these studies, comparing the current Real Estate Tax (Real Estate, Land, Land) Declaration Information with the Cadastral-Title Registry and the data collected from the Land (Road, Building, Apartment, Person, etc. information), comparing the current Environmental Cleaning Tax information (Declaration, Accrual, Collection) with the data collected from the Land (Road, Building, Apartment, Person, etc. information), comparing the current Advertisement and Entertainment Tax information (Declaration, Accrual, Collection) with the data collected from the Land (Road, Building, Apartment, Person. ... information), comparing the workplace license information (Sanitary - Non-Sanitary) entered into the computer environment with the workplace information detected by field work, comparing the license information about the elevator entered into the computer environment with the elevator information detected by field work, Tax Leaks or missing / incorrect Tax Information (Tax Losses) are detected and reported. Thanks to the integration established with the Land Registry and Cadastral Directorates, Mukhtars' Offices, land registry information, numbering information and building statistical information are associated with each other, enabling both the comparison of property (land registry, cadastre) data with the current maps, and the automatic identification of places that appear as land or land in the title deed and actually have buildings on them, unlicensed buildings, or places that have a license but no occupancy permit, and property tax and environmental cleaning tax declarations are automatically generated. By comparing this information with existing declarations, inaccuracies in these declarations and under-declarations in the past are detected.
